SiteHut beta 0.1.39

This beta update makes expense approval responsibilities clearer and more accurate.

• Focused approval queues: Approvers now see only the submitted expenses they are eligible to review, including expenses assigned directly to them.
• Accurate actions: Approve and return actions appear only when the current user can act on that expense.
• Separation of duties: When another approver is available, expense creators no longer see their own submission as ready for them to approve.
• Supplier creation: Suppliers created from an expense now default to the correct Directory category.
